The “Strasbourg European Capital” triennial contract is a commitment that has been renewed for more than 40 years between the French government and the regional authorities City and Eurometropolis of Strasbourg (EMS), European Collectivity of Alsace (CEA) and the Grand Est region to fund operations intended to encourage and amplify the functions of European capital taken on by Strasbourg due to its role as home to European institutions including the European Parliament, the Council of Europe and the European Court of Human Rights.
Considering the fact that the triennial contract for 2021-2023 covers the period during which France takes over the presidency of the Council of the European Union in the first quarter of 2022, and the 70th anniversary of the European Parliament, the government and regional authorities wished to focus it on highly structuring projects that would give it a highly strategic nature.
