The “Strasbourg European Capital” triennial contract is a commitment that has been renewed for more than 40 years between the French state and regional authorities, the City and Eurométropole of Strasbourg (EMS), the European Collectivity of Alsace (CEA) and the Grand Est Region to fund operations that encourage and amplify the functions of the European capital as taken on by Strasbourg, the home of the European institutions including the European Parliament, the Council of Europe and the European Court of Human Rights.

Considering the fact that the triennial contract for 2021-2023 covers the period during which France will hold the presidency of the Council of the European Union in the first quarter of 2022, and the 70th anniversary of the European Parliament, the state and regional authorities have decided to focus on highly structuring projects to give it a highly strategic nature.

Call for democracy, culture, research and innovation, and Agora proposals

As part of the 14th triennial contract uniting the French state and regional authorities, and aiming to reinforce Strasbourg’s position as European capital, calls for proposals granting access to three support funds (democracy, culture, and research and innovation) have been created.

Any organisation wishing to contribute to Strasbourg’s standing as European capital, to democracy and to human rights may apply for financial support for innovative proposals in the areas of democracy and human rights, culture, and research and innovation, provided their objectives correspond to the application rules constituted for the three funds.

A budget of 24.5 million Euros has been allocated by the partners to fund these initiatives under the 2021/2023 triennial contract.

A specific support fund (€1.5 M) has also been created for initiatives from the Strasbourg European Capital Agora, a public participation collective involving various regional actors, citizens, organisations and institutions that focus on European issues in Strasbourg ( Specifications | Simplified procedures link ).
