The “Strasbourg European Capital” triennial contract is a commitment that has been renewed for more than 40 years between the French state and regional authorities, the City and Eurométropole of Strasbourg (EMS), the European Collectivity of Alsace (CEA) and the Grand Est Region to fund operations that encourage and amplify the functions of the European capital as taken on by Strasbourg, the home of the European institutions including the European Parliament, the Council of Europe and the European Court of Human Rights.

Considering the fact that the triennial contract for 2021-2023 covers the period during which France will hold the presidency of the Council of the European Union in the first quarter of 2022, and the 70th anniversary of the European Parliament, the state and regional authorities have decided to focus on highly structuring projects to give it a highly strategic nature.

Presentation and stakes of the triennal contract

Signed on 9 May 2021, in the presence of the French President, the President of the European Commission and the President of the European Parliament, the triennial contract marks the strong commitment of the regional authorities (Grand Est Region, European Collectivity of Alsace, City and Eurométropole of Strasbourg), alongside the French state, to making this European dimension a key asset for the construction of the society of the future.

The contract, which represents a commitment of 189 million Euros, has two priorities:

  • improving the access to Strasbourg and its region by upgrading rail connections,
  • promoting the European standing of Strasbourg and, more generally, the Alsace region, in its regional and cross-border environment, as well as local projects and new initiatives, including the creation of three support funds in the areas of research and innovation, culture, and democracy and human rights.

The figures for the operations falling under the triennial contract 2021-2023 amount to €189 M, broken down as follows:

  • for the state: €47.935 million;
  • for the Grand Est region: €14.488 million;
  • for the European Collectivity of Alsace: €14.046 million;
  • for the Eurométropole of Strasbourg: €35.979 million;
  • for the City of Strasbourg: €72.361 million;
  • €4.290 million contributed by other partners to the Basel-Mulhouse-Freiburg EuroAirport rail connection project, not signatories of the triennial contract.

21 projects focusing on two priorities:

> Priority 1: Continue improving the multimodal accessibility of Strasbourg, reinforce European attractiveness and increase the presence of institutions and partners (nine projects);

> Priority 2: Support the European standing of Strasbourg, European capital (12 projects).
